    orldwide Ceiling:
    The Worldwide Ceiling refers to any limit imposed on the total number of visas issued to groups of people. It usually refers to the limit placed on the number of Green Cards issued around the world on a fiscal year basis. The first ceiling was created in 1921 under the Emergency Quota Act. This Act limited the immigrant number from any country to no more than 3 percent of the current number of immigrants already in the U.S. and identified in the 1910 census. Then in the Immigration Act of 1924 the first permanent worldwide ceiling was created. Now there are limits on categories for legal permanent resident immigrants, diversity immigrants, family sponsored immigrants, and employment based preference immigrants.
